• Request for Clarification Regarding Cloud/Ghost Kitchens

The motion was proposed by Barbara Broide in May 2021 and formally adopted by WRAC in October 2021, with support from multiple neighborhood councils including Pacific Palisades Community Council.

  

• Request for Dwelling Unit Capacity Calculations

  WRAC requested Dwelling Unit Capacity calculations from the Department of City Planning for four community plans in process: Palms-Mar Vista-Del Rey, Venice, Westchester/Playa, and West Los Angeles. The motion was formally adopted by WRAC in July 2022 and subsequently passed by eight neighborhood councils including Pacific Palisades Community Council.

  

• Request for Improved Signage & Enforcement re EV Charging Stations

  The Westside Regional Alliance of Councils requests that Los Angeles improve signage at electric vehicle charging stations to discourage illegal parking and implement warning tickets and fines for repeat offenders once adequate signage is installed. The motion was proposed in May 2021 and formally adopted by WRAC in September 2021, with support from nine neighborhood councils including Pacific Palisades Community Council.

  

• Request for Revision of Proposed Amendments to DONE Code of Conduct

  Multiple neighborhood councils, including Pacific Palisades Community Council, passed a motion opposing proposed amendments to the DONE Code of Conduct, arguing that the amendments grant excessive discretion to the Department of Neighborhood Empowerment in determining guilt and imposing penalties without adequate due process protections for board and committee members. The councils requested that DONE revise the amendments in consultation with neighborhood council members to ensure proportionate penalties, minimum necessary corrections, and incorporation of workplace equity or violence policies.

  

• Request re RSO Housing Replacements

  A motion proposed on February 20, 2023 requests that the Los Angeles Housing Department presume all RSO units demolished under the Ellis Act are inhabited by low-income households and require 100% of replacement units to be rented at corresponding low-income rates, with alternative income verification methods for elderly, disabled, or undocumented tenants. The motion failed to be adopted by a majority of councils before the September 2023 deadline but was passed by five neighborhood councils including Bel Air-Beverly Crest, Palms, West LA-Sawtelle, Westside, and Westwood.
