A motion proposed on February 20, 2023 requests that the Los Angeles Housing Department presume all RSO units demolished under the Ellis Act are inhabited by low-income households and require 100% of replacement units to be rented at corresponding low-income rates, with alternative income verification methods for elderly, disabled, or undocumented tenants. The Westside Regional Alliance of Councils (WRAC) is a cooperative coalition of 14 neighborhood and community councils on Los Angeles's Westside that meets monthly to discuss regional issues and advocate for member councils' positions to government officials and decision-makers. WRAC's leadership board consists of volunteer representatives appointed by member councils who work to address major Westside issues and facilitate communication among member councils.
