  The Pacific Palisades Community Council adopted a motion opposing short-term rentals in residential zones while recommending strict regulations if legalization occurs, including owner-occupancy requirements, a 30-night annual cap, mandatory permits, liability insurance, transient occupancy tax collection, and platform accountability. The motion specifies requirements for host registration, neighbor notification, wage compliance, and establishes appeal and private action rights for affected residents.

  The Pacific Palisades Community Council opposes city-wide legalization of sidewalk and street vending due to concerns about impacts on businesses, residential neighborhoods, ADA access, and enforcement, but supports special vending district programs only if neighborhood councils can approve district boundaries and vendor concentrations with distance limits from sensitive uses. The council submitted this position to Mayor Garcetti and city council members regarding proposed amendments to LAMC Section 42.00.

  The PPCC Executive Committee authorized emergency action to submit comments supporting the City's adoption of the Palisades Village Project MND because a Board vote could not occur before the City's deadline, and the committee found broad community support for the project based on positive comments from Board members and the public. The committee documented that negative comments were largely outside the MND scope, and that even critics of specific aspects generally supported the overall project.

  The Pacific Palisades Community Council supports adoption of the Mitigated Negative Declaration (ENV-2015-2715 MND) for the Palisades Village Project, based on the City's determination that the project will have no unmitigated significant impacts and a traffic study reviewed by the Council's Transportation Advisor. The Council's support is conditional on establishment of a Village Project Committee to monitor and address issues during construction and operations.

  The Pacific Palisades Community Council unanimously passed a motion on January 28, 2016, supporting the revised Above Ground Facilities Ordinance (CF-09-2645) with a request that Community Councils be included among organizations entitled to receive notice under specified LAMC sections.

  

• Village Starbucks Letter

  The Pacific Palisades Community Council supports a Conditional Use Permit application for a Starbucks location at 15300 Sunset Boulevard to serve beer and wine for onsite consumption, subject to modification of operating hours for the Evenings Program to begin at 4pm until close of business daily. The board reached this decision after presentations, public discussion at two meetings, and review of applicant responses and survey data.

  Pacific Palisades Community Council adopted a modified version of support for City Council file 25-1484, which proposes regulating sober living facility density in Los Angeles by establishing minimum spacing requirements and size-based thresholds to prevent over-concentration in residential neighborhoods. The regulation aims to balance preserving recovery housing benefits while addressing documented problems from unregulated sober living facilities that have been converted from senior living properties.

  

• Affordable Housing Legislation/Support for SB 15 (Portantino) and SCA 2 (Allen & Wiener)

  The Westside Regional Alliance of Councils (WRAC) adopted a position supporting Senate Bill 15 (Portantino) and Senate Constitutional Amendment 2 (Allen and Wiener) as legislation to address California's affordable housing crisis while maintaining public safety, environmental protections, and local land use control. The position was formally adopted by WRAC in April 2021 and subsequently passed by nine neighborhood councils including Pacific Palisades Community Council.
