Chris Spitz reported to the WRAC board on a Los Angeles City Council motion to install street racing prevention measures at certain intersections, including PCH and Temescal Canyon Road, which was identified as one of the top 5 worst intersections in the LAPD West Bureau for street takeover complaints between 2020-2022. After investigation, the reported activity appears to have been limited to occasional vehicle donuts on Temescal Canyon Road during the COVID lockdown period that may have ceased after 2022, and CD 11 will conduct further study and community outreach before determining if preventative measures are needed.

The PPCC Land Use Committee reviewed the Department of City Planning's proposal to change construction noise thresholds and drafted a position letter opposing the changes for Board discussion and approval. The LUC's opposition is based on review of the DCP proposal, Mayor's Executive Directive No. 7, and relevant city noise regulations and environmental guidelines.

The PPCC Land Use Committee developed proposed solutions to address hillside construction safety problems, particularly following incidents on Paseo Miramar in 2023, based on review of relevant regulations and community input. The committee's draft letter to Councilmember Park with these proposals was scheduled for discussion and approval at the PPCC Board meeting on January 25, 2024.

LAFD Chief R. Fields discussed fire emergency preparedness and evacuation challenges with Pacific Palisades Community Council representatives on July 27, addressing concerns about hillside evacuation routes, brush clearance, and the need for improved community communication during wildfire events. Chief Fields emphasized that evacuation plans are solid but communication strategies need strengthening, and agreed to work with the community council to develop a neighborhood-specific fire preparedness plan.
