Here's a brief recap of our August 14th meeting:

Our August 14th Board meeting

on federal earmarks; and informative presentations on

street lighting in the Palisades, a

Bylaws Amendments
:
The PPCC Board unanimously passed several
bylaws amendments
, addressing the position of Secretary, retention of a possible administrative or technical assistant, and allowing for an alternate option (an "In Lieu Statement") for required annual certification of certain organizational members.  The revised PPCC bylaws can be accessed

Additional Motions
:
The PPCC Board also unanimously passed
the following motions:
1)
support for the subway options
for Metro’s transit corridor project in the Sepulveda Pass, and 2)
support for CW Park’s motion i
n City Council regarding City compliance with AB 747 and evacuation planning.  See the

Committee Reports:
The
Grants Committee
announced that the Committee has developed
Application Guidelines
and
Conflict of Interest Rules
applicable to the grants/donations process.

Rebuild Committee
reported that the PPCC-NORC community survey is being finalized and will be coming out in phases via email to residents in a few weeks. More

Additional Announcements
:
We heard several announcements from the President, the Treasurer, Board members, committees, government reps and PPCC advisors. A few highlights from the Treasurer's and President's reports.
The Treasurer gave the
annual report
of PPCC's income and expenses from May 31, 2024 - June 1, 2025.  The Report can be seen

The President emphasized the collaborative effort by all in the community who came together to oppose the dangerous density that would have resulted from application of
SB 9
in the Palisades.  She also thanked our elected officials --
Coincilwoman Park, Mayor Bass and Governor Newsom
-- who supported us and swiftly took emergency action resulting in prohibition of SB 9 projects going forward in the Palisades burn area. We willl continue to monitor to ensure that this protection is not lifted in the coming months.
She announced PPCC's new
emergency preparedness advisor,
LAFD Battalion 9 CERT Coordinator Patric Cohen, and thanked our former longtime advisor K.C. Soll.
She also sought the Board's opinion regarding two actions proposed by the Executive Committee which required attention before the next Board meeting; 1)
PPCC's support of SB 749
(Allen), a bill that would provide certain protections to mobile home park residents and is supported by former residents of the Palisades Bowl Mobile Home Park
(see PPCC letter linked below);
and 2) PPCC's sponsorship donation of $3,000 towards the Palisades Elementary annual
Fee Haw Day
fundraiser (as requested by the school's event organizers).  The President explained that the same donation would be made to each of the Palisades public schools that request our sponsorship participation in their own fundraisers going forward.  Board members indicated that they had no objection to either of these proposed actions.

Important Statement re Status of the Civic League
T
he following
message to residents of Tract 9300
was read by longtime PP Civic League Representative Richard Blumenberg at the August 14th PPCC meeting:
"Given the devastation of the Palisades Fire, the Plan Review Committee of the Pacific Palisades Civic League has decided to suspend our review and approval of any and all rebuilds of houses and other structures in Tract 9300 that were damaged or destroyed by the fire, to simplify the reconstruction process of our community.
"Since 1943, the Pacific Palisades Civic League has reviewed new houses and other projects in Tract 9300 for outward appearance and design. However, over the last twenty years, the City of Los Angeles has adopted zoning regulations for area, height and setbacks which are very similar to the PPCL Guidelines. And, in addition, the series of Executive Orders from Mayor Bass now provide an expedited plan check review process to accelerate the return of our community to their homes. You will still need to comply with the Mayor’s executive orders and the requirements of the Los Angeles Department of Building and Safety and the Los Angeles Department of City Planning.

Palisades Announcements from CW Park
The CD 11 "Better #11" Newsletter is chock full of terrific news for Palisadians:
"Palisades-Malibu YMCA Rebuild –
This week, I joined the YMCA of Metropolitan Los Angeles in launching a $25 million capital campaign to rebuild the Palisades-Malibu YMC, which was destroyed in the Palisades Fire. The Y has been the heart of the Palisades community for decades — and together, we'll make sure it comes back stronger than ever. Thanks to Supervisor Lindsey Horvath and the Lowe Family for their generosity and support.
Temescal Canyon Reopens –
After a 7-month closure to stage fire debris recycling,
Temescal Canyon Road is finally open
! Crews repaired damaged pavement, replaced sidewalks and curbs, upgraded storm drains, and installed a new streetlight. It's already easing traffic pressure on Sunset and Chautauqua, just in time for the reopening of local schools in the Palisades.
Please note - Temescal Canyon Park is remains closed. See below.
Temescal Canyon Park –
Cleanup of remaining debris and ash will begin in late September/early October, led by the LA Conservation Corps, and will include repairs to irrigation systems. The Army Corps of Engineers will also be repairing sidewalks near their former staging area starting next week. During this time, the Department of Recreation and Parks will continue regular park maintenance and provide updates as work progresses. We've also emphasized the need for additional signage at the park so visitors know what to expect while these improvements are underway.
Coming Improvements –
Next week, the Army Corps of Engineers will replace some sidewalks around their staging areas. The LA Conservation Corps team will inspect a list of areas brought to our attention by the community for cleanups, including Sunset, Palisades Drive, Las Casas, and Bienveneda, with work to commence over the next few weeks. Maintenance work at George Wolfberg Park continues as crews continue to remove hillside debris. While some irrigation systems survived the fire, others sustained damage and are now being repaired. The original restrooms are currently unavailable, but RAP has confirmed that portable toilets are in place as a temporary measure. Finally, my office has conveyed to RAP the need for additional signage while work continues at the park to ensure the safety of our park users.
Posetano Road Project Update
–
The Posetano Road repair project is moving forward. The Bureau of Engineering (BOE) awarded a contract in early August to build a new retaining wall that will stabilize the hillside and restore support to the roadway. Construction is set to begin in December. We know neighbors are concerned about the timing and possible impacts during the rainy season. BOE has assured us that crews will closely monitor conditions and put extra erosion controls in place if needed to keep the project safe and on track.
Palisades Hillside Stabilization Projects Progressing
–
Important infrastructure projects in the Pacific Palisades focusing on Castellammare Drive, Revello Drive, Stretto Way, and Enchanted Way remain in progress. These projects have been a priority since the fires, and we are pleased to report that work on Castellammare Drive is now complete. Projects on Revello Drive, Stretto Way, and Enchanted Way are expected to be finished within the next few weeks. Be prepared for temporary street closures to ensure your safety.
Palisades Vision For Recovery & Rebuilding –
For those of you who missed last week's Pacific Palisades Community Council special meeting where I introduced our rebuilding and recovery vision, you can see the presentation on our

. LA-based AECOM has been retained to prepare the infrastructure restoration and logistics and traffic management plans and this vision will be their guide to ensure your voices remain centered in the decision-making.
New AI Permit Review Technology –
Residents can now utilize new AI-powered
e-check software from Archistar
to help save time on their rebuilding permit review. This AI technology automatically reviews building designs for code compliance and lets property owners pre-validate plans, cutting down approval times by saving staff hours on tasks like measuring building heights, counting parking spaces, and calculating setbacks, so families can rebuild faster.
