Dear Councilmembers:
Pacific Palisades Community Council (PPCC) is the most broad-based community organization and has been the
voice of the Palisades since 1973. The above-reference motion has only recently come to our attention. Acting
pursuant to PPCC’s Bylaws (Art. V.3(B)), the PPCC Executive Committee submits these comments on the motion.
Pacific Palisades is a largely residential community located entirely in the Very High Fire Hazard Severity Zone
(VHFHSZ). There are only two main routes of ingress and egress to and from the Palisades as a whole: Sunset
Blvd. and Temescal Canyon Blvd. (to PCH). Many of our neighborhoods (including those located in hillsides as
well as those in “flat” areas) have substandard streets and only one point of ingress and egress. We have
experienced serious problems with congestion during wildfire evacuations (most recently during the serious
Palisades & Getty fires in fall 2019). We support efforts to address the risk to public safety during wildfire
evacuations, in particular on our substandard streets and those with only one point of ingress and egress.
With respect to the Hillside Construction Regulation District/Pilot Program and Ordinance, we support a halt on
construction grading and hauling (including halting use of cement mixer trucks, requiring dumpsters to be
removed from streets and ensuring fire equipment access) during windy and Red Flag Days, as determined by
LAFD. We also support further review and study to determine whether the District/Pilot Program should be
expanded and if so, the areas where the program should be expanded. However, our board has had insufficient
time to review the Ordinance or this motion in detail, or to ascertain the impact of the Ordinance’s provisions on
our community should Pacific Palisades be included in the District/Pilot Program. Our position on the motion
may be supplemented in the future upon further review by our full Board.
