PPCC held its regular public Board meeting via Zoom
on
September 24, 2020
.  Here are a few highlights:

PPCC again thanks all the candidates --as well as everyone who voted -- for their participation in this important process. We also congratulate the new and returning Representatives, who will serve two-year terms beginning on October 1, 2020.
LADWP representatives
gave an informative presentation on a proposed project to
replace 220 old wooden power poles,
running in a line supplying critical power to the Palisades from upper Temescal Gateway Park to Mulholland Dr./Encino, with weathered steel poles. The new poles would be painted brown and would meet current PUC safety and load requirements.

We learned that LADWP is working with the agencies that have jurisdiction in the area, including the California Coastal Commission (CCC), to draft a plan to mitigate harm from the construction to the endangered "Braunton's Millkvetch" plant. The Board took no position at the meeting but will await further word on the status of the required environmental mitigation prior to the CCC hearing of the matter in early November.
The Board also discussed a motion now pending in City Council, brought by Councilmember Ryu (second by Councilmember Koretz), calling for an
Interim Control Ordinance (ICO) to temporarily halt construction in the City's hillside and high fire zone areas.

Board members expressed concerns with the motion's language, noting that while we support measures to improve public safety during wildfire evacuations, a more tightly worded motion was needed, with a focus not on construction per se but on specific measures to address congestion and to keep our evacuation routes -- especially those on substandard streets with one-way ingress & egress -- clear. The motion is not yet scheduled for hearing but could be taken up by the City Council PLUM Committee this coming week. In a straw poll, members unanimously voted to authorize the Executive Committee to submit a position letter expressing these views if the motion is to be heard before the Board's next scheduled meeting.
With regret, the Board unanimously approved a recommendation from the Executive Committee to
cancel this year's Citizen of the Year and Golden Sparkplug Awards event
.  It was recognized that the pandemic has made it difficult if not impossible to hold the event as we've as we've done in the past. We hope to be able to honor those who have served the community at a later date, as conditions allow.

CM Bonin Proposed Legislation

The hillside areas of Pacific Palisades and Brentwood are at high risk of devastating damage in a wildfire, and I have been proud to work with neighbors in those neighborhoods, as well as the women and men of LAFD to prepare for disaster and keep people safe.
"Last week, we continued this work when I introduced legislation calling on the city to link a series of planning efforts so we can balance our housing needs in a way that protects communities in Very High Fire Hazard Severity Zones, while bolstering our resilience to wildfires and other natural disasters.
"My legislation instructs  the Los Angeles City Planning Dept., the Los Angeles Emergency Management Dept., LADOT, LAFD and other relevant departments, to report back to the City Council on the capacity, safety and viability of existing and potential evacuation routes in Very High Fire Hazard Severity Zones and to additionally identify the policies and development standards, including land use and building restrictions, necessary to support these evacuation routes . . ."

NEXT PPCC MEETING
The PPCC Board will meet next via Zoom

October 8, 5:30pm.
We'll welcome all new & returning representatives and will
have an interesting & timely presentation on the voting process
for the November Presidential election from the LA County
Registrar-Recorder/County Clerk's office.  We will also
tentatively consider a matter involving replacement of
dead trees in the parkway on Via de Las Olas.
