Summary
This document summarizes the history of sidewalk vending regulation in Los Angeles, including PPCC's 2015 position supporting optional vending districts if legalization occurs, and the impact of California's SB 946 law passed in 2018 that legalizes sidewalk vending statewide and restricts cities' ability to prohibit or cap vendors unless specific public health, safety, or welfare impacts are demonstrated. The City Council directed the City Attorney in July 2018 to revise the sidewalk vending ordinance to comply with the new state law effective January 2019.
