At our regularly scheduled PPCC meeting of October 13th
, we heard from
Assemblymember Jacqui Irwin
and Assembly candidate,
Lori Mills
, both vying to win the AD44Â Assembly seat, into which Pacific Palisades has been redistricted.
ASM Irwin, a first generation American whose family came from Holland, talked about her trajectory to public service: she worked in systems engineering and applied physics, then became a city council member in Thousand Oaks for 10 years. Ran for State Assembly in 2014 and has been serving since. She reviewed her longstanding record on funding public education education, the environment, public safety, coastal protections and housing density protections in the Very High Fore Severity Zones. Lori Mills, originally from Santa Monica and grew up in Laguna Beach, talked about her commitment to fire preparedness and safety, open space, a focus on crime and better solutions for homelessness. She decided to run for State Assembly about five months ago and she'd like to bring accountability back to government. Look for the video to be posted to our website soon.
2022 PPCC Awards:
The President announced that the 2022 Awards Selection Committee has been appointed. Committee co-Chairs are Nancy and Kevin Niles. Committee members are Daphne Gronich (former COTY, per Bylaws), Barbara Kohn and Andy Frew. Committee Chair, Nancy Niles reported that the committee has met and begun the call for nominees by putting out the linked press release

The President also announced that the 2022 Holiday Gala and Awards Event Committee has been appointed. Committee Chair is Haldis Toppel, with committee members: Cindy Simon, Sue Kohl, Karen Ridgley and Genevieve Bostik. They will be working to hold an in-person event this year on December 8

, at Temescal Gateway event space.
Women's Achievement Awards:
The Malibu/Palisades Chamber of Commerce has announced their call for nominations for the Women’s Business Leadership Awards. We are all welcome to nominate businesses. See

New Members Welcome:
The President informed that board that she and others had held a productive and informative Orientation for all new Elected Reps and all new organizational Reps and their Alternates. See shared FAQ (

). There will be a similar orientation held for Area and At-large Alternates as well as anyone else who’d like to attend.

Homelessness and the PIT Homeless count - Report from PPTFH:
Sharon Kilbride from PPTFH gave a report on the work of PPTFH. The homeless count, led by Kim Clary and David Morena, was conducted on February 23rd and they've found that they have just about the same numbers as in 2020 (no count in 2021). LA County had a 4.1% increase in homelessness since 2020, now at 69,144.  SPA 5 saw a decrease of 23%, CD11 saw a decrease of %38.5. Pacific Palisades saw no change from 2020. The team has found and dismantled 8 makeshift tents in 2022. They've seen an increase in illegal vehicles parked along PCH (38 vehicles, with an increase of 15 since last year). They think the number is increased because of lack of vehicular dwelling parking enforcement though the pandemic.
Right now, Pacific Palisades has 4 officers on the beach patrol. Sharon understands that we will be losing the two additional officers, and we will be down to two officers for the beach detail. In 2022, the volunteer response team engaged 452 new individuals and cleaned up 262 camps (mostly abandoned on beach and hillsides). There are no camps in the hillsides at this time. This year, there have been 95 vehicle dwellers identified since January, which the LAPD team has engaged (an uptick), and 45 instances of illegal fire activity (mostly on the beach), with one homeless related fire. Six individuals have needed hospitalization.
Right now, we have two outreach workers and a hiring call out for one new clinical case manager. It is a competitive job market and it is tough to hire. PPTFH is hoping to fill all spots by the end of the year. To date, 162 individuals have been transitioned out of homelessness by PPTFH in total, with 102 permanently housed. Sharon thanked the partnership with LAPD. She announced the next community meeting webinar on November 14th (see below), which will feature the outreach team as speakers sharing success stories from the field. PPTFH is asking for volunteers. Senior Lead Officer, LAPD, Brian Espin,
reported that the Palisades is trending lower on crime. Being vigilant is a deterrent. When people are out walking around, running, walking their dogs and being good neighbors, that is a deterrent to would be criminals. Roughly down 20% in crime. Brian was asked to what he attributes these low crime numbers, that are the lowest in west LA Command. He said he thought it was the vigilance of residents, better habits of safe keeping and door locking as well as the presence of either LAPD or other security service providers whose visibility can serve as a deterrent.  Reported that Cookies, the dispensary had another break-in. They are keeping an eye on crime in the area. If there seems to be an uptick in crime attributable to the dispensary, they will begin to take action to shut them down.
District Director, CD11, Noah Fleishman,
Urged use of the My11 (311) app. Reported that Temescal Canyon Rd. repavement has been delayed to beginning and middle of November (Nov 5 & 6, Nov 12 & 13). Bureau of Street Services will be closing Temescal Canyon Rd. between PCH and Sunset, which may be inconvenient but needs to be done.  Also announced that after years of work and decades of effort, the George Wolfberg Park at Potrero Canyon will be officially opening on December 3rd! There will be a public ceremony at 10m on December 3rd. This will be a large passive park, and a win for the community. Also reported that City Council is disturbed by recent events and while the Council President has resigned, CM Mike Bonin and others are still calling for the resignations of two more Council Members who were recorded on a call that was reported by the LA Times.
PLC 5 K Run
The Lutheran Church is holding a fundraiser run on Saturday, October 15th that will close some roads. The closures will be south of Sunset, east of Muskingum, west of El Medio, and include Asilomar along the bluff. Please see the church’s website under

The race starts at 9:00AM on Saturday, so the closure barricades will go up before then. Residents along closed roads should not leave their cars in the street. The race should be over by 10:30AM, and the roads will begin to open up as barricades are lifted. This is a much tighter race course, which should inconvenience fewer people.
