Introduction
Who speaks for the trees? THIS COULD BE YOU (next page).
In effect, each street tree has "elected" its adjacent property owner
to represent it. If any of you have any trees in the parkways by your
homes or businesses, how well are you representing them?
On the other hand, if you have empty parkway space – with room
for a street tree – then planting a tree there will get you “elected”!
The Urban Forestry Division (UFD) is the "supreme court" for
planting new street trees in the City of Los Angeles – it decides what
species are permitted – according to the available planting space,
local climate, and cost/benefit analyses of their characteristics.
If someone in Pacific Palisades wants a new parkway tree right now,
they need to go directly to the "supreme court" – the UFD – to get a
permit specifying a species suitable for their location.
In the distant past and in the near future, the Palisades Beautiful
Street Tree Committee (PBSTC or the “Committee”) could facilitate
this process – as a "public servant" – but right now we can’t.
In order to enable our Committee to serve our community, we are
asking the Pacific Palisades Community Council (PPCC) to evaluate
our current draft policies, provide feedback so we can make any
appropriate policy revisions, and (eventually) approve our "final"
set of policies so that they will be recognized by the UFD.

PBSTC Policies Before ~2014
So, briefly, how did we find ourselves in this situation?
Before ~2014, the Committee operated per the policies
embodied in EXHIBIT A (on the following pages), entitled:
Pacific Palisades Street Tree Designations (dated 111008).
Specifically, per EXHIBIT A, designated street tree species
(in the right-hand column) were planted in the parkways
along the listed sections of streets (in the left-hand column)
as facilitated by the Committee and permitted by the UFD.

PBSTC Species Evaluations Started in 2015
(For the sake of narrative flow, I’ll proceed in the first person.)
When I was handed EXHIBIT A, soon after joining the
Board of Palisades Beautiful (PB), I was taken aback.
Many of the species were clearly problematic for parkways,
for many reasons, including significant invasiveness, root-
heaving, litter (from branches, flowers, or fruit), water use,
disease susceptibility, allergenicity, and fire hazard.
Out of concern that PB was at risk of getting a reputation
for recommending “problem tree species”, I began collecting
data on such problems from several sources in early 2015:

I then quantified these risk factors in a way that ~balanced
the relative severities of their impacts in EXHIBIT B, where
you can see that this put species in the black or in the red.

PBSTC Work With City Plants Started in 2016
In 2016, the previous PBSTC Chair was struggling to work
with our new partner, City Plants (CP), in part because they
would not accept PB applications to plant street tree species
that were no longer permitted by the UFD, due to the sorts
of problems noted in EXHIBIT B.
After working for many months to obtain information from
CP/UFD on their relative concerns about the risk factors
involved with the 37 tree species on our list, I recalibrated
the numerical values accordingly, as shown in EXHIBIT C.
In EXHIBIT C, the overriding factors that made certain
street tree species impermissible by CP/UFD are highlighted.
For 16 species (at the bottom of the list), we were already in
full agreement with CP/UFD. For 6 species (at the top of the
list), we are engaged in further discussions with CP/UFD.
Meanwhile, of course, we respect the current ruling by the
“supreme court”/UFD!

PBSTC Policies Abrogated in 2016
Once we had EXHIBIT C in hand, in 2016, we could see that
22 of 37 species (i.e. 59%) originally “designated” for
parkways in the Palisades were no longer permitted because
of significant specific problems. Similarly, CP/UFD no
longer permitted the planting of the species “designated” for
74 of 126 street sections (i.e. 59%), as highlighted and
enumerated in EXHIBIT D.

PBSTC Tree Species Requests Denied in 2017
After the previous Committee Chair submitted a set of
planting requests, in 2017, City Plants installed 5 out of 7
(i.e. 71%) that were not the “designated” (EXHIBIT A)
species for the street sections, as highlighted in EXHIBIT E.
This finally let us know that the policies embodied in
EXHIBIT A were effectively abrogated by CP/UFD.
Furthermore, our spot surveys in a few areas confirmed that
EXHIBIT A was no longer a reliable guide (if it ever was) to
what tree species actually existed in the parkways of each
street section…it had become a policy honored more in the
breach than in the observance as individual property owners
worked directly with UFD to obtain their planting permits,
without regard for the species inhabiting nearby parkways.

PBSTC Tree Policies Denied in 2018
Eventually, in 2018, I was informed by the UFD, CP, and
Council District 11 (CD11) that PB would no longer be able
to facilitate the planting of trees in parkways, unless and
until our Committee developed Street Tree Policies that
were workable and approved by the Pacific Palisades
Community Council (PPCC).

Based on all of the above – and focusing on our comparative
advantage in evaluating the appropriateness of street tree
species as well as our unique opportunity to help City Plants
provide and plant UFD-permitted parkway trees for free –
our Committee has developed three draft policies for your
consideration. For each policy, we are also providing some
supplementary information to promote deeper discussion.

PBSTC Draft Policy #1
The PBSTC will base its tree species selection policies on its independent evaluation
of their suitability for parkways of different widths in Pacific Palisades, subject to
what is permitted by CP/UFD, and will recommend/facilitate the planting of
particular species, accordingly, in the context of which particular species actually
exist on each street-section, wherever a request is received for such assistance.
Note that this involves our Committee conducting targeted tree inventories in various
street sections, when and where we receive requests for assistance with obtaining a free
parkway tree from CP. Over time, the resulting data may contribute to a larger tree
inventory, if/when such a project is undertaken by others.

Under the conditions outlined in PBSTC Draft Policy #1, in any block with more
than one street tree species already established, the PBSTC will recommend and/or
facilitate the planting of a species preferred by the resident, as indicated on our

Note that “established” will be defined as “rooted sufficiently to no longer require
staking” and will be determined by the PBSTC independently, without regard to whether
or not tree stakes are currently in place.

street trees on a block are of a single species, the PBSTC will only recommend
and/or facilitate the planting of that same species, unless/until a resident submits a
petition including all of the following:
a) the applicant’s printed name, dated signature, address, and contact information;

section, extending to the nearest tree of a different species in both directions;
