Dear Councilmembers
Pacific Palisades Community Council (PPCC) has been the most-broad based community organization and voice of
Pacific Palisades since 1973.
PPCC learned on June 25, 2021 that the above-referenced matter was scheduled for hearing by the full Council on
June 29, 2021. The full PPCC Board does not meet until July 8. Therefore, pursuant to PPCC’s bylaws, the PPCC
Executive Committee takes this position on behalf of PPCC.
PPCC supports the motion in CF 20-1376 and draft ordinance submitted by the City Attorney on 10/26/20, with the
development of appropriate enforcement protocols as suggested by the City Attorney on 11/20/20 in the above-
referenced Council File. Specifically, we support regulation that prohibits persons who have been offered shelter
from sleeping on any publicly owned property.
This position is based upon multiple public discussions and positions taken by the PPCC Board in addressing the
issue of homelessness in our community, and specifically on our strong opposition to the use of public beaches,
beach parking lots and public parks for homeless housing or overnight dwelling of any kind. See numerous PPCC
