Re: EIR Funding for Dog Park in the Palisades
Dear Councilmember Bonin:
As you may recall, in May 2017 PPCC voted to support the formation of a Pacific Palisades Dog Park Working
Group (PPDPWG), pursuant to your motion in City Council. See PPDPWG Support Motion:
http://pacpalicc.org/wpcontent/uploads/2017/10/Dog20Park20Working20Group20position20205.11.17.pdf.
As you know, the PPDPWG was then formed and began work on the necessary steps to achieve the goal of a dog
park in the Palisades, including efforts to identify funding sources and a viable location for the park. Over 3000
residents signed a petition supporting the proposed dog park, and a suitable location was found on the east side
of Temescal Canyon Road, with the support of the LA Dept. of Recreation & Parks and CD11.
In February 2018, PPCC passed a motion to support the formation of a dog park at this location and to “move
forward with all the steps needed to make the dog park happen.” See 2/22/18 minutes, Item 10.1:
http://pacpalicc.org/index.php/ppcc-minutes-2018-02-22/.
The PPDPWG has now informed us that 1) the proposed Palisades dog park cannot move forward until an
Environmental Impact Study (EIR) is completed; 2) CD11 must decide on the funding for the EIR; 3) the Palisades
Recreation Center has Quimby funds sufficient for the EIR; and 4) CD11 has not provided any assurance that it
will approve use of the Palisades Quimby funds for the required EIR, indicating only that it is still prioritizing
funding needs for all parks in the district.
This situation is unacceptable. PPCC respectfully urges that you immediately approve use of the Palisades
Recreation Center Quimby funds for completion of the required EIR. The Palisades community has made it
abundantly clear that we want and need a dog park. The PPDPWG has been working to achieve this goal for
three years. Please assist us by approving the use of the Quimby funds so that we can finally move forward
toward achieving this goal.
Thank you for your anticipated courtesy and cooperation.
Sincerely,
The Pacific Palisades Community Council Executive Committee:
