PPCC Meeting 1/23/25 BRIEF RECAP (from Lorie Cudzil, PPCC Area 6 Rep)
First part of the meeting: Each speaker was given a few minutes to express their condolences
and explain how they are committed to helping us rebuild.
A few good takeaways -
DISASTER RECOVERY CENTER - Open seven days a week from 9am - 8pm at least until 2/15,
but may extend for two more months after that if there is still a great need. Address - the old
Westside Pavilion: 10850 Pico Blvd.
* Councilwoman Traci Park - Deeply committed to getting a clear path to get the Palisades
back to what it was. City offices will EVENTUALLY be set up in the Palisades to get permits
issued quickly. If you build "like for like" meaning you build what you had and add only 10%
more to your new house, you will be given a "rubber stamp" on your plans. They are going to
also focus on getting the library, rec center, parks rebuilt. Councilwoman Park is here for all of
us to answer questions of any kind and to help us throughout the whole recovery and rebuild
process and beyond.
* Nick Melvoin, LAUSD Board Member - 65% of Pali High still intact. Working hard to get Pali
High up and running as soon as possible. He would love to have graduation on the field.
* Pam Magee, Principal of Pali High - Working very hard to have an in-person option soon.
* Nathan Hochman, LA District Attorney - He is committed to holding any and all criminals
accountable for their actions. Said in times like this, the law allows landlords to increase their
rents by only 10%. If it goes beyond that, it is price gouging, and they will be prosecuted. Even if
someone offers double what the landlord is asking, it is illegal for the landlord to take "double".
* Jim McDonnell, Chief of LAPD - Talked about what is involved when your property is
inspected: Soil and air sampling, is the gas off, do you have downed power lines, they check on
the structure, do you have lithium batteries from an EV
* Supervisor Lindsey Horvath - The County is the lead agency on debris removal and cleaning
out storm drains. There are two phases to the cleanup:
Phase 1 - EPA clean up: hazardous waste; estimated time for this is 3-6 months
Phase 2 - Army Corps of Engineers comes in and removes the rest of the debris; estimated time
for this after EPA is done is 18 months
Each of us has 2 options on how we go about the debris removal:
1 - Opt into the government/county doing the removal. It is FREE, you just need to sign up for it.
(More info down below.)
2 - Remove your debris privately; maybe your insurance will cover it.
The County is also taking the lead on public health. Dept. of Public Health is providing free PPE
when visiting your property. It is imperative that you take precautions to protect yourself.
* Scott Abrams, Chief of Staff for Congressman Sherman - Our mail is at Rancho Park -

on the process. Call Congressman Sherman's office if you are having trouble - 818-501-9200" -
Congressman Sherman has already hosted one Telephone Town Hall and will do another soon.
Check out Sherman.house.gov for more information. Scott also referenced the EPA website
that is supposed to soon contain updates on the status of hazardous material removal. 2025
Southern California Wildfire Response
* Senator Ben Allen - Deeply committed to being transparent with the community. Helped
secure 2.5 billion dollars to fund the recovery effort. Lots of meetings to make sure there is a
clean up strategy. Big focus on getting funding to help expedite the rebuilding of schools
* Colonel Swenson from Army Corps of Engineers - The Army Corps of Engineers will be
doing the debris removal from our properties for anyone who "opts-in". He said the EPA is
rapidly moving out the toxic waste and should be done in a few months. It will take another 18
months for the private property debris removal. We must sign up for this. The form is coming
out soon, but you can call to get on the list. 844-347-3332 Once on the list, you will eventually
be contacted by contractors to let you know when they are coming to begin debris removal.
You WILL be able to watch if you want to be there. You WILL have an opportunity to sift through
your rubble. DO NOT do any sifting before EPA is done removing the toxins. In terms of soil
removal - 6 inches of your topsoil will be removed within the ash footprint. Colonel Swenson
said that studies show that hazards do not penetrate more than 3 inches down, so the Army
Corps will take 6 inches. DO NOT eat any fruit that is still "alive" on your property.
NEW UPDATE - A fellow Area 6 resident just got off the phone with debris removal and was told
that we will get emailed when it is time to sign up for the debris removal. You can also choose
to do a private removal, but the company doing it will need permits if you do it privately. Also,
the email will come from a ".gov" web address. Be mindful of scams right now.
*CalFire - A plan for repopulating was started on 1/11. They meet every day with all agencies to
decide when a zone is allowed back in. If you see your house tagged with a flag, here are what
the colors mean - BLACK - no damage, YELLOW - Less than 10% damaged, GREEN -
somewhere between 10% and 50% destroyed, RED - More than 50% destroyed
* Joel Price, Communication Director for Assemblywoman Jacqui Irwin - Their office is here
to help with any services you need. They are providing guidance at the Disaster Center. You can
call their district office at 805-370-0542.
* Mark Pestrella, LA County PW Director - While it is supposed to rain this weekend, intense
rains are not expected for us because we face south. They expect debris flow into the streets,
so they are going to put things in the streets to catch the debris. They are not expecting massive
debris flows.
* John S. Vanacore, Director LADWP - 'The intent as we rebuild the Palisades is to go
underground with power lines.'
Other Info:
- No timeline able to be given yet for when residents who have houses still standing and
liveable will be able to fully return.

- No timeline able to be given yet when water will be okay or when power and gas will be
restored to homes that are liveable.
- No timeline able to be given when the PCH can reopen.
- LADWP has been testing the water. There are 11 different areas. So far the testing looks
"encouraging".
- Question was asked - Will pressure be put on insurance companies to cover residents who
can't get in to see their properties or who have homes standing but are not allowed back in
because it is unsafe? The answer given was to speak with the Insurance Commissioner.
