  The Pacific Palisades Community Council opposes the planned installation of two large digital billboards by Metro's Transportation Communication Network (TCN) program along the 405 freeway north of the 10 interchange, citing concerns about visual blight, driver distraction, traffic safety, and environmental impacts.
